My 98 has ABS brakes, the first for me, my 87 XJ has standard brakes, the 98 seems shitty but I thought it was the ABS.
Handling wise new shocks and the 98 feels great on or off road.
Truth is that your driving style and the terrain you drive on will make the difference in mileage from one poster to the other.
With the 5.2 the potential to burn more fuel is there no doubt, that don't mean you will though.
If a new cap don't solve the problem I would pressure test the system.
You can also find a leak if there is one by reading the spark plugs, look for one that looks supper clean, like new and thats where the leak is.
I have run my 78 cherokee without the fan and it didn't overheat.

You may have a blown head gasket making you think it's boiling over.
Water don't boil until 212 deg's, when your system pressurizes the water temp is 220 but won't boil because it's under pressure.
Well one thing to think about is with the TC unlocked you have more torque to work with, and thats whats needed when towing.
Like I said before a better name for that switch would have been "Power", "Economy"
That would also result in no spark, I would look at the injectors wiring particularly the ground as that would be the one thing that would effect them all.
