Maybe install it on top of the engine and run a scoop on the hood like the older Subaru STI? Just thinking outside of the box and throwing it out there...

Look for one of these. It'll solve your problem and you can ditch the unreliable Chrysler IPC.
I had the same issue.I recommend rebuilding the rear brakes. Rock auto has a package deal on a kit. Wheel cylinders, springs, shoes, drums, etc... do one side at a time and take pictures of each before you start. It'll help you get them back together correctly.
Drain and fill won't get it all out. You can try flushing it, but since the PO did other things, you should check on those while your at it. Im dead serious. Those solenoids (and anything else he's done) might be cheap Chinese garbage off of Ebay. If so, it doesn't matter if they are new or not.
