you could keep it all under the hood and bring it into the cowl, then have a tube comming up along the a-piller out of the cowl. Would probably block your vision and any meter-maid would say you're concealing the VIN plate though.
That lever is the throttle. there is a cable going to the cruise control servo and another one going to the accellerator pedal. Move that lever with the engine running and you will see.
