If you have added cruise control yourself, you may not have the "cruise" light in the insrtument cluster (I have no idea as i have a '92, there are open spots on my warning cluster for options i dont have)

-I checked the plug with a voltmeter and puting the (+) probe on the green side of the plug and the (-) to the black side of the plug...

yep the blower plug gets 12V and its for shure the new one, though ive tried the old ones as well. Where is the relay at... is it in the PDC?
Yes ive held the new and the blower that was in it to the battery and they both worked, with alot of torque!
