I had a problem just like this, turned out to be an after market thermostat housing with clearance issues. It was putting enough pressure on the tip of the thermostat to cause problems.

This is the most expensive part of a CO2 setup, check out powertank online to see this regulator. Purchased 2 regulators because I planned on setting up 2 systems, but as it turns out I just went with one. This regulator was used for just 1 tank of CO2.

X2 on the motor mounts, the bad mounts (driver side) can allow the fan to contact the radiator. Check your radiator and look for evidence of this. Ask me how I know one radiator later.

I've got a 3 core HD I bought from the Radiator Barn for my `97 XJ. I used it for a couple of weeks before I decided that the 2-core aluminum cools better. I'ts been stored in my shed for about 10 months.
Anyway lets say $75 and its yours.
