If it were me, I would swap the head out and put the 91 head on, and use your 91 exhaust manifold and use the newer intake. Everything will bolt up just fine. If you were to use the newer head, you would be better off buying a new aftermarket header for a 91 because it will then bolt to the head...

Ok, found the issue. It was a bad ground wire from the harness to the engine block. The one going the the stud for the oil dipstick mount. Once I fixed it the engine ran smoother and the obd ii plug works as it should! Thanks for the help guys!
