i just had the same exact rust spot. it comes from the heat and moisture off the cat...basically i cut out the entire passenger floor panel and welded a new sheet in its place. then covered it with durabak (http://truckworld.com/cote-1) it works great and very easy to do

i put one of those egg shell foam bed mats under the back seat and in the back under the carpet which helped alot...i have also seen people rhino liner(or some form of) the inside

i dont really think that there are speed limits out here...i think they just recommend that you dont go over about 85 mph...thats pretty much all that is enforced anyway...thanks for the help
