Intermittent turn signal issue

95 xj. 4.0 auto. I started having an intermittent issue where my turn signals would not work but flashers would. After searching, I replaced the factory blue combo relay under the dash and it worked great for about a day.

I can cure the problem by turning the key off then back on when it happens every time. The problem only occurs every 10th time or so the key is turned on.

Is there another relay that feeds the combo relay? What is the red relay for under the dash? Why would the problem go away by cycling the key? Again my combo relay is brand new.
