Weird Cruise Control issue

2000 4.0l 138k when you set the cruise control cruising down highway you can feel the jeep surging, and see the rpm needle moving. If you arent in cruise and just hold a steady foot on pedal then it is fine, What could this be?

Inspect all of your vacuum lines for leaks...
