Low/No Voltage at Mini Fuses

I have a bunch of small fuses in the engine bay that don't have any voltage. There are only two that do and they read 9.6~ volts with the key on, and 10.6 with the engine running.

I don't think this is normal. Is anyone familiar with a possibility as to why this is? I was going to use a tapped fuse to power a relay but the relay won't activate unless it sees 12v. It need ignition activated so it's not on and it needs to be in the engine bay.

I upgraded the Big 3 battery, starter and alternator cables so that isn't an issue. This jeep was closet-janked so for all I know the inside of the fuse box is cut up or destroyed.
