98 XJ Lighting problems

Here's the deal, I just bought a new "to me" 1998 Cherokee Classic and have a issue with the lights not wanting to shut off. Seems it only happens when the driving lights (factory) are on. I am thinking it could be the switch but don't want to go chasing ghosts until I talk to a few people first. Seems that the headlight circuit is staying energized for some reason even after the swithch is turned off.

Well you probably have the circuit where when you turn the engine off then lights off (headlights) they stay on for a few secs (10? 15?) and then shut off. IIRC the feature is called sentinel lights.
 
Shut your lights off first before you shut the engine off. If you shut the engine off first, the lights stay on for about 5 minutes, then go off on their own.

If you forget to shut your lights of first, just click the key over (but don't start the engine), then shut the lights off and remove the key.
