Overheat and then wont start again

I went for a drive last week with my 96' XJ. Was driving for about 30 minutes mostly flat highway driving. Then went up about a 1 mile long grade. Wasn't paying attention and left the AC on with 4 people in there, so it was working hard. Engine just stopped and I rolled to the side of the highway. Temp was way high and coolant reservoir was bubbling, but fluid didn't spill and radiator cap didn't pop.

Now Jeep just wont start. Not seized since I can crank it some with a wrench. Plenty of battery and it keeps trying to start, but doesn't go. Almost like no fuel. Read about vapor lock and pulled the plugs, turned it over a few times and put them back in.

Thoughts?
