is there a way to make the rustys crossover steering a OTK set up?

you can make just about anything an OTK setup...just use the goferit.com tie rod flip inserts....

I thought that the rustys cross over steering used heims, in which case you wouldn't need the inserts.
However, if thats the case running 2 heims on top of each other in single shear is not a very good idea.

1) how would I move the track bar up? does it need to be moved on top of the axle?
2)it uses tierod ends, their OTK set up uses heims

yep, JKS (www.jksmfg.com) has a track bar bracket that you weld on top of the axle....

yep....swaybar links will need to be raised, too. JKS makes longer ones if you don't want to build your own.
Also, you are going to need to clearance your coil buckets

grind the front of them off until your tie rod no longer contacts them

jks makes a 1inch and a 2inch longer swaybar link which would I need?

i didn't clearance my coil buckets.....i cut them off and put new buckets on that are centered over the axle tube

so if I cut mine will i have to fab up some sort of suport bracket for them?
