Shifter problem - moves freely 91 XJ

Greetings
New to this forum. I recently got a 1991 Cherokee (Briarwood) and am having a hell of a time with the shifter as it moves throughout the year range regardless of key position or brake pedal. Basically the opposite problem most people experience who’s shifter will not move. I’ve done a lot of reading and disassembled the console and shifter mechanism to no avail. Could it simply be worn out? Please respond if you have experience with the shift cables/ NSS and the like.

I could be worn out, but there's a second cable the holds it from moving the mounts to the front of the shifter and goes to the steering column. It could be broken or disconnected. It doesn't move much and cycles with the key.
