Differences between a 96 computer and a 99 computer

I will guess and say NO. Even though both are OBDII the codes are different and the info recieved is from different sensors.On a 96 the water temp for the guage comes from a sensor in the head.The comp gets the info from the T-stat housing sensor .On the 99 all temp signals come from the t-stat sensor.This is only one example.
If I,m incorrect it was only a GUESS

not only do you need a 96 computer, but you need to match the number on the sticker (the 5-digit one. 3 numbers and 2 letters. 240AA for example)

good luck finding it.

Let me put it this way: I put a 98 comp into a 97 and that didn't work out too well (emissions equipment didn't match) so if you're going 96 to 99 then you're going to have more issues.
