Is the upper Radiator Hose supposed to be cold???

I just replaced the t-stat becuase I thought it was stuck open. The gauge wont move past zero and the upper rad hose never gets warm. The heat blow hot so what could be the problem?

check the coolant level...you probably need to add some/burp some air out
