Extended Idle???

Probably just to keep good oil pressure, coolant flow, alternator charge and engine fan air-flow up across the radiator when idling for extended periods of time. Good thing to have for off-roading and performance XJ's too.

EPA probably doesn't like 'em for everybody else but the cops got 'em. That's a cool ECU and somebody would love to have that. It also doesn't have a speed limiter if memory serves correctly?

To keep the alternator output higher to prevent battery drain when all the lights and other electronics that police vehicles have are in use while at a stop.

Not sure how it works. I haven't looked into that yet, but the adjustable MAP doesn't effect idle. It will only lean out or richen the air/fuel mix during warm-up, hard acceleration, and WOT (all open loop modes). At cruise and idle (closed loop) the PCM adjusts mix according to O2 sensor signal.
