Fuel soaked charcoal canister help.

I've got a problem with my 94. I got a fuel smell while running and I noticed a stain inside the rf fender. Found fuel inside the line on the canister running to the air box. Pulled the canister and found it to be full of fuel.

I know this is not correct. obviously the vents are not pluged​ and the line to the tank is free flowing.

Only two things I can think of are failed gas cap not venting or, the short line between the fuel pump and the sending unit is leaking and pumping pressurized fuel into the tank.

This can happen if you top off the tank excessively as well..
