Electrical buzzing noise under dash; Relay?

So only when Im driving on the higher side of highway speeds do I hear a buzzing sound near driver kick panel.
Thinking maybe a relay. Found only one near the area; pictured below.
Any idea if this could be the source? If so, why and wth does it do?
Would like to figure this out before putting my dash back together.

My '98 will buzz at times when I trigger the turn signals. When it does buzz, I just wiggle the signal stalk a bit and it stops. It happens so rarely, I haven't changed it out yet due to laziness....

However, it has never once happened when using turns or hazzards
only when 70mph+

My relays would chatter when they were not getting enough voltage. Maybe look for a corrosion on the fuses or the relay connections.
