Turning engine by hand it doesn't feel right

So I swapped in a ho engine into xj and now that it's all plugged in I'm realizing something doesn't feel right. I'm turning it by hand and I hear a noise in time chain area and when I'm turning the engine not only do I feel resistance but it springs back. Is that a bad timing chain?
 
Springing back is due to compression and is normal. I would worry if it didn't do it.
