Braided ground cable (I assume)

I have a braided line/cable under the Jeep. One end is attached to the crossmember, and the other is attached to a bolt in the exhaust system just before the muffler. It broke at the bolt at the crossmember.

I assume this is a ground. So my questions are (a) what does it ground, and (b) how important is it that it gets replaced?
 
It's purpose is to ground the exhaust system to prevent the exhaust system from becoming an electrical noise radiator.

If you don't have a 2-way in the vehicle, it's probably not that important.
HELP makes pre-made ground straps for just this purpose.
