control arm torque

For my 1990 XJ we were torque down the upper control arm bolts, the fsm lists 55 f lbs for axle end, 66 ft lbs for chassis end, and 133 ft lbs for the lower arms, both ends.

We broke the 10 mm bolt on th upper arm before reaching 66 ft lbs! grade 10.9 failure.

Are these torque values correct? I have a list of max torques for different bolt sizes, and it lists a 10 mm bolt 10.9 grade as 47 ft lbs.

This blows, cause we have the spring installed, and cant get a new bolt inserted.

At anyrate, whats the torque to be used??

Those are the numbers in my FSM.
 
It is often recommended to reduce the torque by 25% when using anti-seize.
