Hesitating XJ

I rebuilt an '88 XJ, using the engine, transmission, electronics, dash board, etc. from a '99. 15 months later, I still have one outstanding problem we can't solve. At very low speeds in 2-high, the vehicle hesitates and/or backfires for a few seconds. The engine will rev but the wheels don't believe it. We have since replaced all the sensors, the transmission module, the fuel pump, the transfer case (4:1 teralow), the spark plugs, and some of the throttle body. I've had 7 mechanics look at it (getting rich with no results). The Check Engine light goes on and off whenever it feels like it. Computer codes differ each time and then go away. Any ideas (please!)?
 
I have the same hesitation problem and backfiring in my 99. I have yet to find the problem. I however don't get any error codes, or check engine lights.

I've heard from a number of people to change the O2 sensor, but I'm still not convinced that this would be the origin of the problem.

Hope you figure it out as I'll be watching this thread close in hopes of fixing my problem as-well.
