Fender Trimming a Trimmed Fender?????

The previous owner trimmed the fenders and placed the stock flares back on. I was thinking of not running the flares and going clean. The problems is that the back is cut and tucked.
Can you pull the tucked metal out and clean it up better? Want to give it a clean sharp line to match the front.
Any ideas?
