CTS Voltage too high

jeep doesnt run right. it sucks actually. i need help. im tryign to sell it, but i dont want to sell it with the engine like it is. obd-II threw a code of the CTS so i replaced it. then my friend came over from jeep with a really expensive computer- it defined it and said that the voltage was too high. What should it be at, and how do i fix it?

i replaced spark plugs, CPS, upstream o2 sensor, cleaned throttle body, fuel filter, fuel pump, and tried seafoam.

ittl start, but may die after running a while. also idles low somtimes and then sometimes if i do get it started itll chug almost like your pressing the gas in and out in and out. sometimes ittl start fine then when you put it in gear ittl act fine, and if you drive it a while, when you stop ittl cut off. please help
