Best way to fix a leaky windshield

95 Jeep Cherokee XJ two-door... Parked in just the right position had water dripping out from underneath the lower part of the dash, driver's side, near the outside wall. After I got everything all dry out, on a whim I went ahead and did the soapy water air compressor test and it was blowing bubbles lower part of the windshield on the outside edge and bottom edge on the driver's side and passenger side...
Best way to fix this that it stays fixed... I am assuming get the windshield pulled, everything's cleaned up reseal and replace? Is that the correct assumption?
