Posting/searching problems - double posting?

Every time I post or search, when I click the submit button I get a message that says users are required to wait 20 seconds between posts, please wait another 18 (or 19 sometimes) seconds.

Is it my computer or something wrong with the settings on this board? I don't have that problem anywhere else.
