driver side lock won't turn

the lock never worked since I bought it but it's time has come

I can open and close the door from the inside since it's stuck unlocked, took the door panel off and started messing around, there are two rods, the one in the back is attatched to the inside door handle and that works fine, the one closest to the cabin barely budges, from what I can tell it is also attatched to the solenoid (power locks) is this a common problem, will replacing the solenoid fix it? when I put the key in the door lock it won't move either
