FAN CLUTCH. New one seems to loose. Is this right?

Can't find a OEM fan cluch. The napa one spins pretty free (5 seconds). The old one is much stiffer and has constant resistance. Takes a few pounds of force to move it. No spinning and no changes with temp.

Should the new clutch be like this?

I guess I should add if it's cold and sitting it only sound 1.5 turns. If I spin is 2 or three times then it starts to free spin.

I would drive it. There's a silicone viscous liquid inside the fan clutch. It could be pooled in one area since it was built and stored.

After driving it. It doesn't spin as freely. It'definately not as stiff as the original that came out. But engine is normal temp. Is becoming stiffer... Rather that looser, a common failure mode?
