2000 XJ - How to remove cover trim plate below steering column?

The 2000 factory service manual indicates that the trim plate below the steering column pulls straight out after removing the three screws along the bottom. I've tugged pretty firmly, and it hasn't budged. I really don't want to destroy the trim cover plate trying to remove it. Can someone confirm that it comes straight out?
 
I have been in there a few times.
Once to add cruise control to my '00.
A second time to replace the clockspring cause the used one I used was bad. LOL.
And once to replace my ignition switch.
I don't recall the exact details but there was nothing special about the removal.
That much I do know. Just removed some screws and popped it off.
And I know that removal of the steering wheel is not necessary from when I did the ignition switch.
