Strange "hollow" sound coming from flywheel area (I think) when starting/ shut off

This is a strange sound to describe in words and it's ONLY present when starting and turning off the Jeep. It's a "hollow winding" type of sound. It only last while the starter is cranking, and the last 1.4 seconds while the engine is turning off when I turn back the key.

I could get a sound recording of it, although how would I post it in the forum?

I was thinking starter, but it also makes the sound when the engine is shutting down.

Gawd! I thought for sure someone would have answered this by now.

Ok, it sounds as if your starter cilanoid is not fully extended; or starter could be loose or out of alignment. May need to be shimmed; or you may have loose or lost bolts on the fly wheel.

As for posting, I saw a guy post a link to his youtube. I worked really well.
