Brake noise on a 95

I have what sounds like a tire rub(it isnt tire rub) coming from the front. the speed of its rhythm changes with speed. this is the only vid I have rn. Rotors have a minor groove to them and pads have plenty of life. I dont know 100% but I may of heard it without braking going over RR tracks but i don’t know for sure
