a/c-heater blower is not working

I have a 99 xj, and I cannot get the Blower to work. This is all the things I have done so far.
Blower is good, I put power to it and it started.


Changed the fan resistor.



replaced the fan switch on the dash with one from the salvage yard.

replaced the vacuum switch that turns the fan on and select the a/c part or the heating part in the middle of the control panel.


I am almost thinking that where ever it is that the vacuum switch actuates the switch that turns the fan on is messed up. But I don't know where that is. that is one thought anyway.



There must be something that I am over looking.


Any suggestions on what to do next.
