I have a 98 XJ I have done a complete brake job new lines booster rotors master cylinder the works . I bled the lines no air in them still not getting a pedal what's wrong . Not my first brake job.

Either a bad master cylinder from the get go, (very unlikely) or still air. Sometimes air is a bia to get out, just ask anybody who has to deal with a hydraulic throw out bearing. Have you tried a vacuum bleeder? Did you bench bleed the Mc before installation?

Do you have abs?

Non-functional ABS reverts to basic brake function.

x2 for air in the basic brake system.

If you have ABS, it may need to be bled. I just did my brakes and had a very soft pedal. I went out in the snow last night and jammed the brakes a few times to cycle the ABS pump and it firmed right up. Feels great now.
