Bottom shackle bolt stuck in spring, Help Please.

Well the subject about says it all. I'm tiring to change shackles on my XJ and both lower bolts (the ones in the eye of the spring aren't moving. Any advise would be appreciated

not moving as in not coming loose or not coming out?

Not turning not coming out, one of them has the nut cut off and still going nowhere...

BTW have been soaking it in Silakroil (Good Penetrating oil) since yesterday.

It's that the bolt is fused to the collar in the rubber on the spring. I have wedged a 2x4 in beside the spring to keep it from moving as much when the bfh comes knocking. Also have tried to level the head of the bolt and can see that the collar in the rubber is moving with the bolt.

Been through Kansas then I'd guess, Or is there more than one Jeep Road sign like that?

Got to get this done, parked in front of wife's side of garage to do this "Little " project.
