Horn Relay?

I have a 94 xj sport and I was wondering were the horn relay is located. my horn quit working the other day and now my xj needs to go through a state inspection. I checked the horn itself and it works fine so im thinking the problem is either in the relay or the horn button on the steering wheel. Any help will be greatly appreiciated. Thanks

If it's anything like a '91, the relay is taped onto a harness just above the fuse panel. Speaking of fuse panel, have you checked the HEADLAMP DELAY fuse(F11).

More than likely, it's not the relay.
