Torque for bearing clamp bolts in steering gear box?

Could someone let me know the torque requirement for those two little 3/8" bolts which hold on the clamp for the bearing guide inside the steering gear box?

The factory service manual states 43 ft-lbs but I'm wondering if the units got printed wrong. When I marked the bolts with paint, loosen, tighten, adj. wrench, loosen, tighten, etc, my torque wrench clicks off at about 50 in-lbs when the mark lines up. I cannot imagine torquing to 43 ft-lbs on these little 3/8" bolts. That is 10x tighter than what I estimate the bolts to have been at.
