Tried to take it to emissions today and lights not working. Haven't checked the bulb yet, but what drives it?

The OBD-II CEL should illuminate briefly everytime when you first turn the ignition key, and hear the four beeps from the cluster. This is most likely driven by the ECM as a self test. CEL should also illuminate when you activate the instrument cluster self test routine.

The light is required to illuminate to pass emissions!

It's part of the instrument cluster. It's already repaired by stealing my ABS lamp(which I don't have). Now where to you find replacement lamps, is the body part of it?

Found it, it's a PC194 !
