In 15 years I have found 4 issues that can screw with vent air velocity and vent outlet controls.

Two are have to do with the Vac line near the engine bay firewall near the AC and heater hose line connections to the firewall on the passenger side.

One is is dry rotted Vac tubing/hoses in that area.

Two is a missing or bad check valve on the vac line in that area that goes to the HVAC controls through the fire wall.

Check valve:

NAPA part #V14189 , 2-1015,
bar code 7 07390 75798 8
Just replace a missing one today. Huge difference :)

Three is knocking loose the hoses and bulk connector on the HVAC controls in the dash installing say a radio.

Fourth is a bad diaphragm valve that operates the damper doors on the passenger side under the dash.

Ther are other damper door controls under the dash near the drivers right knee, that cause issues too. Have not had one there yet.
