I haven't searched in detail, but from what I understand, 95 or 96 and up have the TCU built into the ECM, so it's all one unit. One central computer to run everything.

Nope, thats just a myth. It was never merged with the ECM.
It should be under the passenger side of the dash. At some point, 2000 I think, it moved over to the drivers side. Yellow and Red wires should have power with the ign on.

it is under the dash at the front of the center console, on the drivers side. is is silver about 2.5"x3" screwed to a metal mounting flange.
