That's the infrared receiver for early keyless entry systems.

That system sucks. I had to be so close to mine to use it and it was so intermittent that it worked that I find the key to be easier.
 
It's a camera that Trout Unlimited had installed to record your crazy destructive off-road antics that is going to cause the entire fish population to come to halt.

X2. And yeah, my other two Country models had that system and the transmitter had to be right at the glass to work.
