This may be a stupid question but do 99's have vacuum actuated front hubs? If not how does it work? Reason I ask is because I have a vacuum leak somewhere because my cruise control wont set and my vents for the heat stay on defrost.

No, just the older ones. Check your vacuum reservoir in the front bumper.
