If I understand your question... It means a message that has been marked as "not new" or "read". A dot in the icon indicated you have posted in that thread. An open, yellow envelope indicates a "new" or "unread" message.

At the bottom of each forum page (not each message) there is a legend showing the carious icons and what they mean.
