If by mouthfuls of BS, you mean ticketing people for leaving the open trail and tresspassing ..

then yes, yes they are.
 
when i was there sunday we crossed them they didnt say anything to us but they did talk to the guy in the yota no ticket just informing him. depends on the ranger and your attitude
