need to clarify this..

yes if it is completely shot it will not start. I had one come unplugged, the little plastic strap was broken, would not even turn over.

I have tried unplugging one another time, once again, no start, plugged it back in and it fires right up. Now, a marginally bad one may not act the same, it is an interesting critter
 
The classic symptom of a failed CPS is crank & no start. A dead CPS will not keep the starter from engaging.
 
As above. One problem in looking this up is that people are often not precise about what they mean when they say "doesn't crank" or "doesn't turn over," so you often have to check that they don't actually mean "doesn't fire."
 
If the starter is not working, you might be looking at a neutral safety switch (NSS) problem.

I've had all electrical, but no crank, and it turned out to be a dirty NSS.
