Lift the wiper arm and pull out the small tang and wiggle it. a flat screwdriver will work

just tie a rope around it and the other end to a tree or something of the like. then back up at 15 MPH. Taht works everytime 
Just kidding of course, but like stated above just use a flat screwdriver to pry open the tap that is located on the underside of the wiper and it will take some wiggling, but it will come off.

does the whole tab come off or is it supposed to slide out a certain amount

The retainer/lock clip slides out about a 1/4 of an inch, once its out and spring tension is on the lock tab you will be able to wiggle and work it back and ford off the straight spline that holds it securely.
