nope, fan clutch. wanted $260 for a new one too! the napa one on there has a warranty though so i told him i'd take care of it.

There is a bolt in replacement fan clutch that spins more at lower RPM's, off of a grand.

I used the Advanced Auto one for ~$37, fit fine haven't had time to beat on it yet.
Can't see how the fan and the AC are related, unless the fan somehow siezed the belt...
