electrical problems out

i have a '98 cherokee and all of a sudden i have several things out in my car:
-gauges
-power locks (unlocks all the time, locks only when engine is on)
-dome lights
-dinging indicating the headlights are still on
-stereo

i found a fuse (#16 according to this thread, http://www.naxja.org/forum/showthread.php?t=76389) out and every time i try to replace it it blows out real quickly.

any one have any idea what it might be?
