Where to put tow hooks on a prerunner bumper

I just picked up a MG Fab prerunner bumper for a 1991 Cherokee.
It is no mounted yet, but..
Please help me decide where to put the tow hooks.
I have two CJ type hooks I can use.
Should I put them on the side or top?

If you have enough room to go top outside the tube I would. Otherwise side. That plate on the front would make it difficult to get anything on top inside the tube.
 
I'd go for the top so they wouldn't run the risk of getting hung up on anything being on the bottom.
 
Seems like you should put them as close to the frame mounts as possible, otherwise you're using the bumper as a lever to multiply force to your unibody

You may be right..
When I get the original bumper off, I'll see if one of the front mounting bolts will also serve as a tow hook mount bolt. Then I only have to drill one more hole on each side.:)
