I didn't notice the right-hand drive. What, did they acquire it from the post office??
Cortez is in Colorado near Four Corners, along highway 491 (formerly highway 666).

Being a RHD with amber lights, it could be that it's a parking enforcement vehicle, even though it would usually say so on the sides. Maybe it does on the hatch.
